Technology transfer: stages, documentation and what drives timelines
Stage 1. Feasibility assessment
The site reviews the composition, dosage form, equipment and process requirements, and the availability of raw and packaging materials. The output is a conclusion on whether the product can be manufactured on the existing equipment and what it would take.
Stage 2. Documentation and agreements
- Non-disclosure agreement before any technical data is shared.
- Technology package: composition, process, specifications, analytical methods.
- Quality Agreement — division of quality responsibilities between customer and site.
- Supply contract with commercial terms and volumes.
Stage 3. Analytical method transfer
The site laboratory must reproduce the quality control methods and demonstrate comparable results. This is a separate exercise with its own protocol and report, and it is frequently underestimated when planning timelines.
Stage 4. Pilot batches
Trial batches are produced and the process is adapted to the specifics of the site's equipment. Process parameters may be adjusted while the composition remains unchanged.
Stage 5. Validation batches
Typically three consecutive batches are produced to confirm that the process is reproducible and consistently yields product of the required quality. The results form the process validation report included in the registration dossier.
Stage 6. Stability
Long-term and accelerated stability studies are initiated. This stage most often determines the overall project duration: accelerated data accumulates over months and cannot be compressed.
